Alon Stivi, CEO

Stivi is GoWare’s visionary and safety, security & wellbeing subject matter expert. Following his service in the Israeli Special Forces, Mr. Stivi has become an internationally recognized leader on security, violence prevention, counterterrorism and travel safety. He provides security consulting, tactical training, and advisory services to both the private and public sectors.

In addition to an extensive list of high-profile corporations and individuals, Stivi has worked with elite military units as well as federal, state and local law enforcement agencies.

Marlow is a technology industry executive with a history of successfully implementing and scaling operations in accordance with strategy and performance. After 3 decades of service, Marlow retired from Toshiba as the Executive Vice President overseeing the strategic direction and operational performance of the America’s arm of one of the world’s largest electronic component manufacturers.

Since leaving Toshiba, Marlow continues to provide advisory support to various community, business and educational entities in Orange County.

Carlos Ramos

Ramos heads up Maestro Public Sector – a consulting practice focused on bringing innovation and technology into the public sector. He also serves on Google’s Government Innovation Advisory Board.

In 2016, following a twenty-seven year career in California government (the last five-years as CIO for the State of California and Director of Technology for California) Ramos retired. He had been directly involved in most of California’s significant technology initiatives. He was responsible for setting California’s IT strategic direction and had oversight over the entire State technology portfolio.

Under his leadership, California established itself as a leader in mobile computing, the use of geo spatial technologies, data analytics, cyber security, virtualization and in public sector adoption of cloud computing. In addition, Ramos established the first statewide IT project management office, created a project management academy and partnered with Silicon Valley to train the State’s workforce. Ramos represented California as a member of the executive committee of the National Association of State CIOs (NASCIO).

Ramos previously served as Director of the California Office of Systems Integration - with a $4.5 billion portfolio of California’s largest technology projects. He also concurrently held the position of Assistant Secretary for Health and Human Services and was the Agency’s senior technology executive.


Major General (Ret) Annette Sobel, MD

Fellow: American Academy of Nursing. Fellow: American Academy of Family Physicians. Fellow: Aerospace Medical Association. Senior Advisor for Geospatial Matters, St. Louis University.

As a physician-human factors engineer, she worked at Sandia National Laboratories as a Distinguished Member of the Technical Staff and was a guest scientist at Los Alamos National Laboratory. She was a senior advisor to the Defense Advanced Research Projects Agency (DARPA), and the Defense Threat Reduction Agency (DTRA). Dr. Sobel also served as Senior Advisor for Biosecurity Engagement in the Office of the Assistant Secretary of Defense/Nuclear, Chemical, and Biological Defense Program. Presently, she is Chair of the Permanent Monitoring Panel for mitigation of acts of terrorism of the World Federation of Scientists.

Dr. Sobel served as a Major General in the Arizona Air National Guard, retiring in 2008 after twenty years of military service and serving as the first Director of Intelligence for the National Guard Bureau.

From 2003-2005, Dr. Sobel served as Homeland Security Director and Deputy Secretary of the Department of Public Safety for the State of New Mexico.


Chief David Snowden (Ret)

Chief Snowden retired in 2015, after spending 12 years as the Beverly Hills Police Chief. From 1986 to 2003, he served as the Costa Mesa Police Chief, and as the Baldwin Park Police Chief from 1980 to 1986. He began his law enforcement career in his hometown of Montebello in 1966 quickly rising through the ranks. He was a sergeant by early 1972 and, skipping lieutenant, left the department to accept the position of captain in the City of Baldwin Park in 1977.

Chief Snowden is a proponent of community-oriented policing, and drove many business and community initiatives. Most notably, he co-founded the Business Police Partnership program linking together the cities of Costa Mesa and Santa Ana through the South Coast Metro Alliance. He designed and wrote the joint powers agreement combining airborne law enforcement for the cities of Costa Mesa, Newport Beach, Huntington Beach, Santa Ana and the Orange County Sheriff’s Department into a single unit (A.B.L.E).

He was responsible for the Beverly Hills Police Department (BHPD) launching and expanding their high-tech public safety programs including a Forensic Computer Task Force and by partnering with Homeland Security in Washington D.C. , becoming a beta site by jointly testing many high tech programs designed to protect communities across the nation. These include city-wide security cameras, automated license plate readers and opening state of the art Emergency Operations Center at BHPD among many other programs.

Chief Snowden served as President of the California Police Chief’s Association, Orange County Chief’s and Sheriff’s Association, Los Angeles County Police Chief’s Association, Police Chief’s Department of the League of California Cities; and Chairman of the Airborne Law Enforcement Association. He also served in the California State Military Reserve, retiring with the rank of Honorary Brigadier General. Chief Snowden served eight years on the Hoag Hospital Foundation Board of Directors and as President of their 552 Club as well as serving many years on the Costa Mesa Chamber of Commerce Board of Directors and as a Board member of D.A.R.E. America for many years.

Snowden is the recipient of countless awards including the U.S. Army American Spirit Honor Award, Sherman Block Law Enforcement Professional of the Year Award, Costa Mesa Hall of Fame Award, National Law Enforcement Commendation Medal, Cal State Fullerton Distinguished Alumni Award, the Jack Webb Award, Costa Mesa Art of Leadership Award, the Spurgeon Award and was made an Honorary member of the Shomrim Society by receiving their Award. He has been recognized as an Outstanding Supporter for Native Americans by the Southern California Indian Center, awarded the Volunteer of the Year Award for Orange County and voted among the top 103 people on the Orange Coast twelve years in a row by The Daily Pilot newspaper.

Chief Snowden remains active by providing consulting services for executive recruitment and management training through Dave Snowden & Associates, LLC.

Dr. Raymond W. Novaco

Dr. Richard A. Matthew

Associate Dean for International Programs; Professor, Planning, Policy and Design, and Political Science, UC Irvine; Director, Blum Center for Poverty Alleviation; Director, Center for Unconventional Security Affairs.

Dr. Matthew studies global threat networks and the environmental dimensions of conflict and post-conflict reconstruction, and has conducted extensive fieldwork in conflict zones in South Asia and East Africa. He has consulted for numerous government agencies and private companies in the US and abroad.

Dr. Matthew is a member of the Expert Advisory Group, United Nations Environment Programme (UNEP) and a Senior Fellow at the International Institute for Sustainable Development (IISD).

Professor of Psychology & Social Behavior, University of California at Irvine.

Dr. Novaco has extensive expertise on the assessment and treatment of anger with a variety of clinical populations, including those with a history of violence. He pioneered cognitive-behavioral therapy for anger, coining the term “anger management.”

His research, publications, lectures and keynote addresses have received numerous awards and recognitions, and he has consulted for mental health, correctional, military, and human service agencies in North America, Europe, and New Zealand.

Dr. Novaco is a Fellow at the American Psychological Association, and a member of; the International Society for Research on Aggression, the British Association of Behavioral and Cognitive Psychotherapy, and the British Psychological Society.
